The manpower from mercenaries is not shown when looking at the manpower reserves of a country. ![]() Events are the most likely reason for occasional big and sudden spikes in manpower without CoC. On higher difficulties they get more manpower recovery and more max. The AI doesn't have any cheat that immediately gives them manpower(except the same buttons and events that the player also has). I thought it was merc manpower but that doesn't appear on the diplo screen when I hired my own from also being on 0, only the merc divisions show up there. Does the ai have some sort of cheat decision that just gives them more manpower similar to how in HOI4 the ai has a cheat where they don't need naval supremacy to naval invade because I just don't see how that's possible otherwise. I've only been stackwiped a few times in all my experience playing EU4 and I never seem to get any manpower back. In my experience the AI also uses that function.
